Zimbabwean ecologist who argued that grasslands need herds rather than rest, and became both an influential teacher and a contested figure.

The Game Ranger

Allan Savory was born in 1935 in Southern Rhodesia, now Zimbabwe. He trained in biology in South Africa and went to work as a research biologist and game ranger in the colonial wildlife service.

His job involved managing wildlife on land that was visibly deteriorating. Grasslands were turning to bare soil and scrub, rivers were silting, and the standard explanation was too many animals.

Savory accepted that explanation and acted on it. In the 1960s he was involved in recommending the culling of large numbers of elephants in a national park, on the grounds that their numbers were destroying the habitat.

The habitat continued to deteriorate after the culls. He later described this as the greatest mistake of his life, and it is the origin of everything he argued afterwards.

The Reversal

Savory's conclusion was that the standard diagnosis had the mechanism backwards.

He observed that the world's great grasslands had evolved with enormous herds of grazing animals, moving constantly in tight groups under pressure from predators. Those herds grazed an area intensely and briefly, trampled litter into the soil surface, dunged and urinated heavily, and then moved on and did not return for a long time.

Grasslands, on this account, are not damaged by grazing animals. They are adapted to and dependent on them.

What damages them, he argued, is the wrong pattern: animals spread thinly across a whole area continuously, returning to the same plants repeatedly and never allowing recovery. And in seasonally dry grasslands, resting land completely does not restore it either, because without animals to trample and cycle it, old growth oxidises slowly above ground, plants become moribund, and bare ground spreads between them.

His prescription was to mimic the herd: high density, short duration, long recovery, planned around the growth rate of the plants rather than the calendar.

Holistic Management

Savory built this into a broader decision-making framework called Holistic Management, and it is important that the framework is not only about grazing.

It asks land managers to define a holistic context: what they want their quality of life to be, what the land must produce to support it, and what the resource base must look like in the distant future. Every decision is then tested against that context.

The grazing planning process within it is a genuinely useful piece of work: mapping recovery periods, planning moves around growth rates, building in flexibility for drought, and monitoring outcomes rather than assuming them.

He founded the Savory Institute and the Africa Centre for Holistic Management in Zimbabwe, and the approach has been taken up by ranchers and pastoralists across several continents. Many report substantial improvements in ground cover, water infiltration, and profitability, and a number of those accounts are well documented.

The Controversy

Savory's 2013 TED talk, which argued that holistic planned grazing could reverse desertification and take atmospheric carbon back to pre-industrial levels, has been watched many millions of times. It also triggered sustained scientific criticism.

The objections are specific and should be stated plainly.

Controlled comparative trials have largely failed to reproduce the dramatic results. Multiple reviews of the grazing literature have found that rotational systems do not consistently outperform continuous grazing at equivalent stocking rates, and that stocking rate and rest explain most of the measured benefit rather than the specific planning framework.

The carbon claim in particular does not survive scrutiny. The arithmetic requires soil carbon accumulation rates and a global grassland area that the measurement literature does not support, and independent assessments have concluded the potential is a small fraction of what was claimed.

Savory's response has been that conventional trial designs cannot test a management framework that requires continuous adaptive decision-making, since holding the treatment constant defeats the point. Critics reply, reasonably, that a claim which cannot be tested by controlled comparison is difficult to evaluate at all.

Where That Leaves It

The honest position, and the one taken throughout this encyclopedia, separates three things.

The grazing principles are sound. Concentrating animals, moving them, and allowing full plant recovery reliably improves ground cover, sward composition, and infiltration relative to continuous set-stocking. That is well supported and it is the useful core.

The planning framework is valuable as management. Deciding around recovery rather than the calendar, planning for drought in advance, and monitoring outcomes are good practice regardless of the theory attached.

The climate claims are overstated. Grazing management is not a solution to global emissions, and presenting it as one has damaged the credibility of practitioners doing genuinely good work. Anyone assessing sequestration claims should read carbon accounting first.

That combination, a real practical contribution wrapped in claims that outran the evidence, makes Savory one of the more genuinely difficult figures in this field. Dismissing him entirely discards useful practice; accepting him entirely means repeating unsupported numbers.

The Underlying Point

Whatever the disputes, Savory changed the default question in rangeland management.

Before him, degradation was almost always attributed to too many animals and the remedy was destocking or rest. He forced the discipline to consider timing and distribution as variables independent of total numbers, and to take seriously that many grasslands coevolved with large herbivores and may need them.

That framing now appears well beyond ranching. Conservation grazing to maintain species-rich grassland, grazing as a tool against invasive species, and the herbivore component of rewilding all rest on the same insight, arrived at from different directions.
